    District of Innovation

The 84th Legislative Session passed House Bill 1842, allowing Texas public school districts to become Districts of Innovation and thus permitting exemption from certain provisions of the Texas Education Code. In an effort to transform systemic improvement to better serve and accommodate the diverse needs of all 21st century  stakeholders, including students, staff, parents and community members, Normangee ISD seeks to become a District of Innovation. This distinction allows the District increased local control over District operations to improve the quality of services benefiting all stakeholders. The District of Innovation Plan is for five years, yet may  be terminated or amended by the Board of Trustees at any time in accordance with the law. The District of Innovation Committee will monitor the effectiveness of the DOI plan and provide updates and/or necessary modifications to the Board of Trustees on a regular basis.

    Mission Statement

Normangee ISD will foster pride in our community by creating learning experiences that provide students with the knowledge, skills and character to become passionate life-long learners.

    Vision

    Inspiring a Passion for Learning

    District of Innovation Plan:

    Teacher Certification:
    (TEC 21.003)
Normangee ISD will be exempt from the requirements which limit the district's ability to hire the best candidate for a job based solely on certification issues. Elementary education and core classes at the secondary level will not be exempt as well as ESL and Special Education. Elective courses, including CATE courses will be the main point of emphasis in this area.

    Teacher Instructional Assignment:
    (TEC 21.003)
Normangee ISD will be exempt from the requirements which limit the district's ability to assign staff to meet local needs. Elective courses, including CATE courses will be main point of emphasis in this area.

    Teacher Contract Days
    (TEC 21.401)
Normangee ISD will determine the number of contract days that are required to fulfill the contract of our 10 month employees. With the requirement for student attendance changing from days to minutes, the number of teacher days may need to be adjusted to better align with the student days (minutes).

    Probationary Contracts
    (TEC 21.102)
Normangee ISD will be exempt from the limit on the maximum number of years an experienced teacher, new to the district, may be extended a probationary contract. Probationary contracts for experienced teachers will not extend beyond two years.

    School Calendar
    (TEC 25.0811, TEC 25.0812)
Normangee ISD will be exempt from the first day of instruction requirements as listed in the Texas Education Code. Under current TEA requirements, school districts are unable to begin school until the fourth Monday in August. The flexibility of the start date allows the district to create a calendar that works best for the district on a year by year basis. Being able to begin prior to the fourth Monday in August would have several benefits. It would allow Normangee ISD to implement a Jump Start program. It would also make the first and second semesters of the school year more even in the number of days attended by students. Currently, the second semester is longer than the first making it hard to complete all required instruction for the first semester by Christmas. Starting the fourth week of August also pushes the end date well into June.

    Absences for College/University Visits
    (TEC 25.087/b-2 1 & 2)
Normangee ISD will be exempt from the two-day excused absence limit for students visiting institutions of higher education. In some cases, where students are visiting colleges out of state, students need more than the two days that are currently allowed to safely visit a college they are interested in attending. In this case, and similar cases that may arise, students would be allowed more than the current two-day excused absence limit. Each situation would be evaluated by the counselor on a case by case basis.

    Class Size Ratio
    (TEC 25.112)
Normangee ISD will be exempt from the 22:1 class size requirements. Normangee ISD will always place a high value on low student to teacher ratios. Currently, if a class in Kindergarten – 4th grade exceeds the 22:1 ratio, a waiver must be submitted. While Normangee ISD strives to keep student to teacher ratios as low as possible, the decision should be a local one whether to hire an extra teacher or not.

    School Health Advisory Council
    (TEC 28.004)
Normangee ISD will be exempt from the requirement to hold a minimum of four meetings per year. Normangee ISD will hold a minimum of two meetings per year.

    Teacher and Principal Evaluation
    (TEC 21.203, TEC 21.352, TEC 21.354 & TEC 21.3541)
A committee of administrators and teachers would have the option to develop a teacher evaluation system that would be a combination of PDAS, T-TESS, and other best practices to develop a local instrument and/or process that fits the needs and goals of NISD.

(Amended District of Innovation Plan – December 2020) Inter-District Transfer Students
    (TEC 25.036)
Under Texas Education Code TEC 25.036 a district may choose to accept, as transfers, students who are not entitled to enroll in the district. A transfer is interpreted to be for a period of one school year. The District is seeking to eliminate the provision of a one year commitment in accepting inter-district transfer applicants. Nonresident students who have been accepted as inter-district transfers may have such transfer status revoked by the Superintendent at any time during the year

    Letter to the Commisioner

    April 11, 2017

    Commissioner Mike Morath
    Texas Education Agency
    1701 N. Congress Ave
    Austin, TX 78701

    Dear Commissioner Morath,

The Normangee Independent School District has followed the process required by House Bill 1842, enacted by the 84th Texas Legislature for the Board of Trustees to consider designating the District as a District of Innovation. On January 23, 2017 the NISD Board sought input and at that time unanimously adopted a resolution for the District to form a committee to explore the potential for Normangee to become a District of Innovation as required by TEC 12A.001. The District of Innovation Committee began meeting shortly thereafter and came up with a plan that would benefit the students of Normangee ISD.

On March 6, 2017 the District of Innovation Committee held a public hearing to consider and vote on the local innovation plan. All members of the committee were unanimously in favor of the plan. The plan was then posted on the Normangee ISD website to begin the 30 day comment period as required by TEC 12A.002 and TEC 12A.005.

On April 10, 2017, the Normangee ISD Board of Trustees held a public hearing and a public meeting. After hearing how the plan will benefit the students of Normangee ISD, the Board of Trustees unanimously approved the NISD Innovation Plan, meeting the requirements of TEC 12A.005.

The Normangee ISD District of Innovation Plan addresses the following sections of the Texas Education Code:

    • Teacher Certification (21.003, TEC 21.004)
    • Teacher Instructional Assignment (TEC 21.003, 21.004)
    • Teacher Contract Days (TEC 21.401)
    • Teacher Probationary Contracts (TEC 21.102)

  • Public Notice of Integrated Pest Management in Schools

Normangee ISD has a policy that requires us to follow integrated pest management (IPM) procedures to control pests on school grounds as required by the Texas Legislature that passed a law in 1991 mandating that all public schools adopt integrated pest management (IPM) This district strives to use the safest effective methods to manage pests, including a variety of nonchemical control measures; however pesticide use is sometimes necessary to maintain adequate pest control and assure a safe, pest-free school environment.

All pesticides used in our district are registered for their intended use by the U.S. Environmental Protection Agency and are applied only by certified pesticide applicators. Prior to indoor applications, signs will be posted 48 hours in advance of the treatment. All outdoor applications will be posted at the time of  treatment and signs will remain until it is safe to enter the area. Parents with further questions, or who wish to be notified directly about upcoming pesticide applications on their children's campus, can contact the District IPM Coordinator at (936) 396-3111 x 2205 or e-mail to bhipple@normangeeisd.org

  • NORMANGEE ISD’S SPENDING PLAN—TEACHER INCENTIVE ALLOTMENT
    2023-24 SCHOOL YEAR

    STATE REQUIREMENTS FOR TIA FUNDING
Funding for teachers designated as Recognized, Exemplary, and Master under the Teacher Incentive Allotment will flow from the state to Texas school districts. The statute requires that 90 percent of the funds earned through the district’s locally designed designation system be spent on teacher compensation on the campus where the designated teacher works. TEC Section 48.114 (i)(1)(A) states that: “A district shall annually certify that funds received under this section were used as follows: At least 90% of each allotment received was used for the compensation of teachers employed at the campus at which the teacher for whom the district received the allotment is employed.”
The statute states that Teacher Incentive Allotment funds are not considered a property right. The district should spend no more than 10 percent of TIA funds at the district level to support rollout and implementation of TIA. The state will calculate rural and socio-economic tier funding status annually based on student enrollment. Allotment funds will be based on the campus and not the individual students assigned to the designated teacher. If a designated teacher moves campuses from one school year to another, the allotment that Designated teacher generates will be recalculated based on the new campus rural and socio-economic tier funding status. Normangee ISD will track performance of designated teachers each year and support them to ensure they continue to perform at or above their designation levels.

NORMANGEE ISD’S PLAN FOR TIA FUNDING
During the district’s Teacher Incentive Allotment stakeholder committee meetings, input was gathered on the development of Normangee ISD’s TIA spending plan. Under the local optional teacher designation system, Normangee ISD will provide 90% of the TIA funds to the teacher who earned a TIA Designation and reserve 10% of the funds for supporting the TIA initiative at the district level. The district will provide the TIA compensation to teachers through a lump sum payment (as a separate check/EFT from the district) in August of each year that a teacher generates funding for a TIA designation.
    • If a Designated Teacher leaves the district prior to Winter Roster Verification (generally in February of each school year) then the Designated Teacher will not receive any TIA funds because no TIA funds will be generated to the district from the state.
    • If a Designated Teacher moves campuses within Normangee ISD during the school year, then Normangee ISD will provide the funding to the Designated teacher based on the campus where the Designated Teacher worked during Winter Snapshot (generally in February).
    • If a Designated Teacher moves to the district prior to Winter Roster Verification then the Designated Teacher will receive the allotment of funds generated by the state at the campus where the teacher is teaching during Winter Roster Verification. The spending plan will be the same for newly hired Designated teachers.

There will not be any adjustment to the distribution of funds for Designated Teachers who leave the district after Winter Roster submission. If the teacher leaves the district prior to the August payout, then the district will provide the payout to the teacher with their last paycheck. If the teacher retires after Winter Roster submission, then the TIA funds would be provided to the Designated teacher prior to his/her last date of service. If the Designated Teacher retires before Winter Roster submission, then no TIA funds will be provided to the teacher.

Note that Normangee ISD cannot recommend a teacher to the state for a TIA Designation if they do not remain in an eligible teaching position the year following the data capture year. For example, if a teacher is Designated as a result of data collected in the 2023-24 school year, but the teacher moves into an Assistant Principal position in the 2024-25 school year, the state will not approve the TIA Designation.

The district has a board approved compensation plan that provides approval for the TIA payments. The school board will approve the expenditure of TIA funds as part of the annual budgeting process. The TIA compensation will be TRS eligible for Designated Teachers only and the district will send a copy of the compensation plan to TRS if requested.

The district will request that teachers currently employed with the district notify the HR Director upon completion of National Board Certification. For new hires, this will be a question asked during the intake process. The teacher will be required to show proof of active status with the NBPTS' National Board Certification.

The district's spending plan is included in the district's TIA Handbook. The spending plan is also reviewed during the TIA faculty presentations where the district's overall TIA plan is communicated to staff.
To look up the TIA allotment provided to each campus under this initiative, please visit www.TIATexas.org.

Note: If a TIA Designated teacher is not employed by Normangee ISD at the TEA winter snapshot date (typically in February of each year), then Normangee ISD will not be responsible for paying the TIA funds to the Designated Teacher. In order for a Designated Teacher to receive funds under the TIA in this instance, the Designated Teacher will need to work with the new Texas school district or charter school to be compensated under TIA. In this case, the amount of funds earned under TIA would follow the new district’s TIA spending plan and allotments provided by the state for the particular campus based on “rural/non-rural” and “economically disadvantaged” Tier status.
